I checked the usgenweb.org website for Page and Taylor county Iowa and found the names of William and Nellie Stephens and their children. There was quite a bit of information. The webmaster Pat O'Dell has compiled and posted a wonderful resource, an Index to Abstracted News Articles from the local newspapers. It is on the Taylor website with a link on the Page county website. I found the following in the index:

As our library has free access to the various census indexes online I checked and found your family. Notice the family always indicates Clarence was born in Iowa so they must have gone there briefly after their marriage and then returned to Illinois:
