“ William Beam has been using the public market to sell a large quantity of
sweet corn belonging to a friend. Members of the city’s Market Gardener
Association, which administers the market, have demanded Beam pay 75c a day to use
the market stall. At a meeting this morning, it was agreed that the market
superintendent,Dillon, should collect the daily fee from non members when
Association officers aren't on the premises. Dillon in turn delegates collections
to Officer Mulholland of the police when Dillon has to bring in cows that
have strayed off pasture. Beam insists that neither Dillon or Mulholland have
the right to collect fees for the Association and makes that point heatedly at
City Hall. Mayor Mann agrees to investigate . Public Works Commissioner
Shields says if the officer collected any fees he was wrong to do so.Mulhollands
superior Captain Rohn, agrees but states under the circumstances he probably
did what he thought he was called upon to do. Politics have possibly something
to do with this since Beam is reportedly running for Dillon's position as
market superintendent.”
